Mrs. Luna) introduced the following bill; which was referred to the 
Committee on Transportation and Infrastructure

A BILL

To direct the Administrator of the Federal Emergency Management Agency 
to transfer certain amounts to the Disaster Relief Fund.

Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. TRANSFER OF UNOBLIGATED AMOUNTS TO DISASTER RELIEF FUND.

(a) In General.--Notwithstanding any other provision of law, the 
Administrator of the Federal Emergency Management Agency shall transfer 
any unobligated amounts provided to the Federal Emergency Management 
Agency in any Act for COVID-19 relief to the Disaster Relief Fund.
(b) Rescission of Earmarked Funds.--Notwithstanding any other 
provision of law, the Administrator shall have the authority to 
transfer any amounts provided to the Federal Emergency Management 
Agency to recover from a major disaster declaration that have passed 
the initial period of performance for the disaster declaration for 
which the funds were provided to the Disaster Relief Fund.
