R. 3015 _______________________________________________________________________ IN THE SENATE OF THE UNITED STATES September 19 (legislative day, September 16), 2025 Received; read twice and referred to the Committee on Energy and Natural Resources _______________________________________________________________________ AN ACT To reestablish the National Coal Council in the Department of Energy to provide advice and recommendations to the Secretary of Energy on matters related to coal and the coal industry, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``National Coal Council Reestablishment Act''. SEC. 2. NATIONAL COAL COUNCIL. (a) In General.--The Secretary of Energy shall reestablish in the Department of Energy the National Coal Council, in accordance with the charter for the National Coal Council that was in effect on November 19, 2021. (b) Applicability of the Federal Advisory Committee Act.-- (1) In general.--Subject to paragraph (2), chapter 10 of title 5, United States Code, (commonly referred to as the ``Federal Advisory Committee Act'') and section 552b(c) of title 5, United States Code, shall apply to the National Coal Council. (2) Termination.--Section 1013 of title 5, United States Code, shall not apply to the National Coal Council. Passed the House of Representatives September 18, 2025. Attest: KEVIN F. MCCUMBER, Clerk.
