In plain terms

The FAST VETS Act changes how the Secretary of Veterans Affairs updates vocational rehabilitation plans for veterans. It requires the Secretary to review these plans and redevelop them if the current goals are no longer achievable due to changes in the veteran's situation. If the Secretary decides that a new plan is not appropriate, they can choose not to redevelop the plan.
