A BILL

To amend the District of Columbia Home Rule Act to permit the President 
to make certain extensions of the emergency period during which the 
President may exercise control over the Metropolitan Police Department.

Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``Capital Emergency Control Act of 
2025''.

SEC. 2. EXTENSION OF THE EMERGENCY PERIOD DURING WHICH THE PRESIDENT 
MAY EXERCISE CONTROL OVER METROPOLITAN POLICE DEPARTMENT.

(a) In General.--Section 740 of the District of Columbia Home Rule 
Act (sec. 1-207.40, D.C. Official Code) is amended--
(1) in subsection (b), by striking ``subsection (c)'' and 
inserting ``subsections (c) and (e)'';
(2) in subsection (d), by striking ``subsection (c)'' and 
inserting ``subsections (c) and (e)''; and
(3) by adding at the end the following new subsection:
``(e) Services made available pursuant to the authority of the 
President under subsection (a) of this section may be extended for 
additional 30-day periods if the President transmits to the Chairman 
and ranking minority member of the Committee on Oversight and 
Government Reform of the House of Representatives and the Chairman and 
ranking minority member of the Committee on Homeland Security and 
Governmental Affairs of the Senate a written notification of such 
extension and the basis for determining that special conditions of an 
emergency nature continue to exist.''.
(b) Applicability.--This Act, and the amendments made by this Act, 
shall apply with respect to an emergency declared by the President 
under section 740 of the District of Columbia Home Rule Act (sec. 1-
207.40, D.C. Official Code) that is in effect on or after the date of 
the enactment of this Act.
