Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. RECLASSIFICATION OF UNITED STATES NATIONALS. (a) In General.--Section 341(b) of the Immigration and Nationality Act (8 U.S.C. 1452(b)) is amended to read as follows: ``(b) A person who claims to be a national, but not a citizen, of the United States may apply to the Secretary of State for a United States passport. Upon proof to the satisfaction of the Secretary of State that the applicant is a national, but not a citizen, of the United States, the person shall be issued-- ``(1) a United States passport identifying the person as a national, but not a citizen of the United States; or ``(2) upon written and signed request in the application of such person residing in a State or in a territory subject to sections 301 through 308, a United States passport identifying that person as a national and a citizen of the United States.''. (b) Conforming Amendments.-- (1) Section header.--Section 341 of the Immigration and Nationality Act (8 U.S.C. 1452) is amended by striking the section header and inserting the following: ``procedure for passports for u.s. non-citizen nationals''. (2) Table of contents.--The table of contents of the Immigration and Nationality Act (8 U.S.C. 1101 et seq.) is amended by striking the item relating to section 341 and inserting the following: ``Sec. 341. Procedure for passports for U.S. non-citizen nationals.''. (c) Repeal.--Section 325 of the Immigration and Nationality Act (8 U.S.C. 1436) is repealed. <all>
