A BILL

To amend the Omnibus Crime Control and Safe Streets Act of 1968 to 
provide that grant funds received under the COPS grant program may be 
used to combat organized crime.

Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``COPS Anti-Organized Crime and Cartel 
Enforcement Act of 2025''.

SEC. 2. USE OF GRANT FUNDS TO COMBAT ORGANIZED CRIME.

(a) Grant Use.--Section 1701(b) of the Omnibus Crime Control and 
Safe Streets Act of 1968 (34 U.S.C. 10381(b)) is amended--
(1) by redesignating paragraph (24) as paragraph (25); and
(2) in paragraph (23)--
(A) by striking ``in accordance with paragraphs (1) 
through (22)'' and inserting ``in accordance with 
paragraphs (1) through (23)''; and
(B) by redesignating the paragraph as paragraph 
(24);
(3) by inserting after paragraph (22) the following:
``(23) to create specialized units dedicated to combatting 
organized crime, cartel operations, and transnational criminal 
organization and to
``(A) equip such units with advanced investigative 
and surveillance technology, including by acquiring--
``(i) tactical vehicles (as such term is 
defined in section 328(d)(8) of the James M. 
Inhofe National Defense Authorization Act for 
Fiscal Year 2023) for use in the execution of 
high-risk warrants, raids, or other law 
enforcement activities in which the danger to 
officers or civilians is determined to be 
significant;
``(ii) unmanned aerial systems other than--
``(I) weaponized drones covered by 
Department of Defense Directive 
3000.09; or
``(II) unmanned aerial systems from 
a covered nation (as such term is 
defined in section 4872 of title 10, 
United States Code) or manufactured or 
produced by a covered foreign entity 
(as such term is defined in section 936 
of the FAA Reauthorization Act of 2024 
(49 U.S.C. 44801 note)).
``(iii) ballistic vests, helmets, and 
firearms;
``(B) train officers in counter-organized crime 
tactics and intelligence-gathering methods; and
``(C) hire additional law enforcement personnel for 
these specialized units, including personnel hired to 
fill positions made vacant by the reassignment of 
existing officers to such units;''.
(b) Prioritization.--Section 1701(c) of the Omnibus Crime Control 
and Safe Streets Act of 1968 (34 U.S.C. 10381(c)) is amended--
(1) in paragraph (2)(C), by striking the ``or'' at the end;
(2) in paragraph (3)(B), by striking the period at the end 
and inserting ``; or''; and
(3) by adding at the end the following:
``(4) from an applicant in a jurisdiction with a documented 
high presence of cartel, gang, or transnational criminal 
activity that certifies that the funds will be used for the 
purposes set forth in subsection (b)(25).''.
(c) Funding.--There are appropriated, in addition to amounts 
otherwise made available for such purpose, $50,000,000 for each of 
fiscal years 2026, 2027, 2028, 2029, and 2030, for grants under section 
1701 of the Omnibus Crime Control and Safe Streets Act of 1968, to the 
extent that such grants are used for the purposes set forth under 
subsection (b)(25) of such section, to be derived from amounts 
rescinded by the Secretary of Labor, as announced in the news release 
numbered 25-1019-NAT and dated June 13, 2025.
(d) Rulemaking.--Not later than 180 days after the date of 
enactment of this Act, the Attorney General shall finalize such rules 
as may be necessary to carry out this Act and the amendments made by 
this Act.
(e) Report.--The Attorney General shall report to Congress for each 
fiscal year that a grant is made under section 1701 of the Omnibus 
Crime Control and Safe Streets Act of 1968, to the extent that such 
grants are used for the purposes set forth under subsection (b)(25) of 
such section, detailing the uses of all such grant funds and 
identifying such grantees.
