R. 7001 To amend title 10, United States Code, to provide for an exception to certain provisions of title 31, United States Code, with respect to a flight demonstration or training event of the United States Navy Flight Demonstration Squadron near Pensacola, Florida, commonly referred to as the ``Blue Angels''. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES January 9, 2026 Mr. Patronis introduced the following bill; which was referred to the Committee on Armed Services _______________________________________________________________________ A BILL To amend title 10, United States Code, to provide for an exception to certain provisions of title 31, United States Code, with respect to a flight demonstration or training event of the United States Navy Flight Demonstration Squadron near Pensacola, Florida, commonly referred to as the ``Blue Angels''. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Special Operating Authority for Rehearsal Act'' or the ``SOAR Act''. SEC. 2. UNITED STATES NAVY FLIGHT DEMONSTRATION SQUADRON. Section 8062 of title 10, United States Code, is amended-- (1) by redesignating subsection (h) as subsection (i); and (2) by inserting after subsection (g) the following new subsection: ``(h) With respect to a flight demonstration or training event of the United States Navy Flight Demonstration Squadron near Pensacola, Florida, the Secretary of the Navy may make contracts in advance of appropriations and incur obligations without regard to section 1341, 1342, 1349, 1350, and 1351, and subchapter II of chapter 15 of title 31.''. <all>
