permanent the authority of the Secretary to carry out certain programs

to the Committee on Veterans' Affairs

A BILL

To amend title 38, United States Code, to eliminate the maximum 
authorizations of appropriations for certain benefits for homeless 
veterans administered by the Secretary of Veterans Affairs and to make 
permanent the authority of the Secretary to carry out certain programs 
for homeless veterans.

Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``Veteran Housing Promise Act''.

SEC. 2. ELIMINATION OF MAXIMUM AUTHORIZATIONS OF APPROPRIATIONS FOR 
CERTAIN BENEFITS FOR HOMELESS VETERANS.

(a) Comprehensive Service Programs.--Section 2016 of title 38, 
United States Code, is amended to read as follows:
``Sec. 2016. Authorization of appropriations
``There is authorized to be appropriated such sums as may be 
necessary to carry out this subchapter.''.
(b) Homeless Veterans Reintegration Programs.--Section 2021(i)(1) 
of title 38, United States Code, is amended--
(1) in subparagraph (G), by striking ``fiscal year 2024 and 
each fiscal year thereafter'' and inserting ``each of fiscal 
years 2024 through 2026''; and
(2) by adding at the end the following new subparagraph:
``(H) For fiscal year 2027 and each subsequent fiscal year, 
such sums as may be necessary.''.
(c) Homeless Women Veterans and Homeless Veterans With Children 
Reintegration Grant Program.--Section 2021A(f) is amended--
(1) by striking ``section $1,000,000 for each of fiscal 
years 2011 through 2025'' and inserting ``section--''; and
(2) by adding at the end the following new paragraphs:
``(1) $1,000,000 for each of fiscal years 2011 through 
2025; and
``(2) for fiscal year 2026 and each subsequent fiscal year, 
such sums as may be necessary.''.
(d) Financial Assistance for Supportive Services for Very Low-
Income Veteran Families in Permanent Housing.--Section 2044(e) of title 
38, United States Code, is amended to read as follows:
``(e) Funding.--From amounts appropriated to the Department for 
Medical Services, there shall be available such sums as may be 
necessary to carry out subsections (a), (b), and (c).''.
(e) Grant Program for Homeless Veterans With Special Needs.--
Section 2061(d) of title 38, United States Code, is amended--
(1) by striking ``for each of fiscal years 2007 through 
2025, $5,000,000 shall be available for each such fiscal year 
for the purposes of the program under this section.'' and 
inserting ``amounts shall be available for the purposes of the 
program under this section as follows:''; and
(2) by adding at the end the following new paragraphs:
``(1) For each of fiscal years 2007 through 2025, 
$5,000,000.
``(2) For fiscal year 2026 and each subsequent fiscal year, 
such sums as may be necessary.''.
(f) Technical Assistance Grants for Nonprofit Community-Based 
Groups.--Section 2064(b) of title 38, United States Code, is amended--
(1) by striking `` to carry out the program under this 
section.'' and inserting ``to carry out the program under this 
section--''; and
(2) by adding at the end the following new paragraphs:
``(1) $1,000,000 for each of fiscal years 2007 through 
2012; and
``(2) for fiscal year 2026 and each subsequent fiscal year, 
such sums as may be necessary.''.

SEC. 3. PERMANENT AUTHORITY FOR CERTAIN PROGRAMS FOR HOMELESS VETERANS.

(a) General Treatment for Seriously Mentally Ill and Homeless 
Veterans.--Section 2031 of title 38, United States Code, is amended--
(1) by striking ``(a)''; and
(2) by striking subsection (b).
(b) Additional Services for Seriously Ill Mentally Ill and Homeless 
Veterans at Certain Locations.--Section 2033 of title 38, United States 
Code, is amended by striking subsection (d).
(c) Housing Assistance for Homeless Veterans.--Section 2041 of 
title 38, United States Code, is amended by striking subsection (c).
(d) Advisory Committee on Homeless Veterans.--Section 2066 of title 
38, United States Code, is amended by striking subsection (d).
(e) Transfer of Real Property.--Section 8118(a) of title 38, United 
States Code, is amended by striking paragraph (5).
