Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Secure Aluminum Supply Chains Act''. SEC. 2. INVESTIGATION OF NATIONAL AND ECONOMIC SECURITY RISKS. (a) Report Required.--Not later than 180 days after the date of the enactment of this Act, the United States International Trade Commission shall submit to Congress a report that includes-- (1) the results of a review of the national and economic security risks posed by-- (A) United States exports of aluminum scrap to countries of concern; and (B) United States aluminum scrap otherwise available to entities organized under the laws of or otherwise subject to the control of a country of concern (including subsidiaries of such entities), whether or not exported directly to the countries of concern; and (2) recommendations on how Congress and the President can address any national or economic security risks identified in the report. (b) Consultation Required.--In conducting the review described in subsection (a)(1), the Commission shall consult as appropriate with stakeholders in the aluminum scrap and export industries, such as-- (1) private entities engaged in aluminum production in the United States; (2) private entities in the metals recycling industry; and (3) labor organizations involved in aluminum production in the United States. (c) Definitions.--For purposes of the report required by subsection (a)-- (1) the term ``aluminum scrap'' means recycled or discarded materials primarily containing or derived from aluminum; and (2) the term ``country of concern'' means the Russian Federation, the People's Republic of China, the Islamic Republic of Iran, and the Democratic People's Republic of Korea. <all>
