Ms. Tlaib submitted the following resolution; which was referred to the 
Committee on Foreign Affairs, and in addition to the Committee on the 
Judiciary, for a period to be subsequently determined by the Speaker, 
in each case for consideration of such provisions as fall within the 
jurisdiction of the committee concerned

RESOLUTION

Standing with the people of Lebanon against the illegal invasion, war 
crimes, and ethnic cleansing perpetrated by the State of Israel.

Whereas Lebanon is a sovereign nation and a founding Member State of the United 
Nations entitled to self-determination, territorial integrity, political 
independence, and freedom from the threat or use of force, as guaranteed 
by the Charter of the United Nations;
Whereas the United States is home to over 1,000,000 Lebanese Americans with deep 
ties and close family connections in Lebanon;
Whereas, for decades, Lebanon's sovereignty has been grossly violated by 
repeated attacks, bombings, assassinations, invasions, and military 
occupations by the State of Israel, including major invasions in 1978 
and 1982, the illegal 18-year military occupation of southern Lebanon 
from 1982 through 2000, and major invasions in 2006 and 2024;
Whereas Israel's recent 2024 invasion of Lebanon killed 3,402 people and wounded 
14,655 people, with an additional 645 killed and 1,983 wounded by 
Israeli attacks in the months leading up to that invasion;
Whereas, despite a November 2024 ceasefire agreement, Israel committed over 
15,000 documented ceasefire violations over the course of 15 months, 
including near-daily attacks on Lebanese soil killing over 370 people, 
the destruction of civilian infrastructure, blocking the return of 
displaced people from their homes, firing at United Nations 
peacekeepers, and continuing to illegally militarily occupy parts of 
Lebanese territory;
Whereas, in early March 2026, amid the United States and Israel's illegal war on 
Iran, the Israeli Government launched a new large-scale devastating 
bombing campaign and illegal ground invasion of Lebanon, which continues 
to cause immense death and suffering to this day;
Whereas this invasion has already killed over 1,116 people, including over 121 
children, and wounded over 3,229 people, as of March 26, 2026;
Whereas this invasion has already forcibly displaced over 1,200,000 people, 
around one-fifth of Lebanon's entire population, from their homes, as of 
March 26, 2026, with the Israeli military telling them that they will 
not be allowed to return home;
Whereas the Israeli military has committed war crimes in Lebanon, including the 
crimes of wanton destruction, forcible displacement, and the deliberate 
targeting of civilians;
Whereas the Israeli military has targeted at least 132 medical facilities and 
ambulances and killed at least 42 medical workers and wounded another 
119, reportedly using the ``double-tap'' tactic it used in Gaza, where 
an initial strike is followed by a pause allowing medical teams to reach 
a site, followed by a second strike;
Whereas the Israeli military has issued orders demanding the forced displacement 
of the entire Lebanese population south of the Litani and Zahrani rivers 
as well as the entirety of Beirut's southern neighborhoods, around 15 
percent of Lebanon's entire territory, under threat of indiscriminate 
violence;
Whereas the Israeli military has deliberately destroyed critical civilian 
infrastructure, including homes, apartment buildings, churches, mosques, 
electricity networks, and key bridges that connect the south of Lebanon 
with the rest of the country;
Whereas Oxfam International reports that Israeli forces are decimating water and 
sanitation infrastructure across parts of Lebanon, a violation of the 
Geneva conventions;
Whereas Israeli strikes have wiped out entire families and have emptied and 
destroyed entire towns and villages;
Whereas the Israeli military has fired white phosphorous, an incendiary chemical 
that can cause death, cruel injuries, and severe chemical burns that 
result in lifelong suffering, on residential neighborhoods in southern 
Lebanon, a blatant violation of international law;
Whereas the United States is coauthoring this destruction through the weapons, 
intelligence, logistics, and diplomatic cover it provides the Israeli 
Government;
Whereas Israeli government and military officials have openly announced plans 
for Lebanon that involve a repeat of the crimes against humanity and 
genocide committed by Israel in Gaza and an intent to occupy, ethnically 
cleanse, and annex Lebanese territory;
Whereas Israeli Defense Minister Israel Katz announced that he and Israeli Prime 
Minister Benjamin Netanyahu had ordered the Israeli military to destroy 
vital bridge crossings across Lebanon's Litani River and accelerate the 
demolition of Lebanese houses in border villages ``in accordance with 
the Beit Hanoun and Rafah models in Gaza'';
Whereas Israeli Finance Minister Bezalel Smotrich threatened that ``very soon, 
Dahiyeh will resemble Khan Younis'', referring to a densely populated 
neighborhood of Lebanon's capital and a city in Gaza that was near 
completely destroyed by the Israeli military;
Whereas the Israeli military dropped leaflets over Beirut threatening Lebanon 
with a repeat of the ``remarkable success in Gaza'';
Whereas Israeli military officials have told the press that the aim of this 
campaign is to implement ``the Gaza model, but in Lebanon'';
Whereas Israeli Finance Minister Bezalel Smotrich stated that ``the new Israeli 
border must be the Litani'', calling for the Israeli takeover and 
annexation of a significant amount of Lebanese territory up to Lebanon's 
Litani river;
Whereas Israeli Defense Minister Israel Katz stated that Israel plans to 
``control the remaining bridges and the security zone up to the 
Litani'', openly announcing an illegal land grab and an indefinite 
military occupation of southern Lebanon, around 10 percent of the 
country's territory;
Whereas Israeli Knesset Member Amit Halevi from Netanyahu's Likud Party urged 
that Lebanon's Litani River, ``must become the north's new Yellow 
Line'', referencing the ever-expanding line of direct Israeli military 
occupation that currently splits Gaza in two;
Whereas Israeli Knesset Member Zvi Sukkot from Smotrich's Religious Zionism 
party urged that ``We must conquer territory in southern Lebanon, 
destroy the villages there and annex the territory to the State of 
Israel'';
Whereas former Israeli Defense Minister and indicted war criminal Yoav Gallant 
urged the Israeli military ``to strike and eliminate everything that's 
in Dahiyeh, Baalbek, Tyre, Sidon, Nabatieh, everywhere'';
Whereas Israeli officials have warned that their invasion of Lebanon will 
``expand significantly'' with the mobilization of hundreds of thousands 
of additional reservists; and
Whereas the world failed to prevent genocide in Gaza and must act immediately to 
prevent it in Lebanon: Now, therefore, be it
Resolved, That it is the sense of the House of Representatives that 
it is the policy of the United States to--
(1) use the immense leverage of the United States with the 
Government of Israel to force an immediate and total withdrawal 
of Israeli forces from Lebanese territory and an end to all 
Israeli airstrikes and violations of Lebanese sovereignty;
(2) immediately end all unauthorized United States 
participation in hostilities in Lebanon;
(3) denounce and reject efforts at territorial expansion 
and the illegal military occupation or annexation of Lebanese 
territory;
(4) investigate and prosecute suspected war crimes and 
crimes against humanity committed in Lebanon in accordance with 
the War Crimes Act of 1996, the Genocide Convention 
Implementation Act of 1987, and any other relevant sections of 
the United States Code;
(5) cease the transfer of arms, equipment, and logistical 
support to the State of Israel, which is using United States 
weapons in violation of the Arms Export Control Act and the 
Foreign Assistance Act;
(6) prevent and punish the crime of genocide, wherever it 
occurs;
(7) deliver humanitarian and reconstruction aid 
unconditionally to the Lebanese people and facilitate and 
insist upon the safe return of displaced Lebanese to their 
homes; and
(8) redesignate and extend Temporary Protected Status for 
Lebanon until it is safe for Lebanese nationals in the United 
States to return home.
