Mr. Costa (for himself, Mr. Ciscomani, Mrs. Dingell, Mr. Riley of New 
York, Mr. Figures, Mr. Moylan, Mr. Gottheimer, Mr. Lynch, Mr. Schmidt, 
Mr. Mann, Mrs. Bice, Mr. Carson, and Mr. Buchanan) submitted the 
following resolution; which was referred to the Committee on the 
Judiciary

RESOLUTION

Supporting the designation of April 19 through April 25, 2026, as 
``National Crime Victims' Rights Week''.

Whereas crime, victimization, and mass violence incidents in the United States 
have significant, often devastating impacts on victims, survivors, and 
communities large and small;
Whereas, since President Ronald Reagan first proclaimed ``Crime Victims' Week'' 
in 1981, this time-honored annual observance has recognized and 
validated the impact of crime on victims and survivors, those who serve 
them, and the communities in which they live;
Whereas there are over 12,000 organizations and agencies that assist survivors 
of crime;
Whereas there are over 32,000 laws, including 33 State constitutional 
amendments, that define and protect victims' rights;
Whereas among the generally recognized rights of victims and survivors are the 
rights to--

(1) be treated with fairness, dignity, and respect;

(2) safety, protection, and privacy;

(3) timely notice of all public proceedings;

(4) confer with the Government attorney, including on decisions about 
charging, plea agreements, and sentencing recommendations;

(5) be present and heard at all critical proceedings;

(6) be free from unreasonable delay; and

(7) receive information about available services and resources, case 
status and disposition, their rights, and the enforcement of those rights;

Whereas the theme of 2026 ``National Crime Victims' Rights Week'', 
``CommUNITY'', emphasizes the important connections that bring victims, 
survivors, and those who support them together to improve victim 
services and implement their rights under the law;
Whereas the voices of crime survivors continue to effect positive change in 
laws, policies, and protocols that strengthen victim and survivor 
services and guide the creation of programs that identify and meet their 
important needs; and
Whereas Congress remains committed to the adoption of policies and programs that 
support victims' and survivors' rights and services, including the 
strengthening and protection of the Victims of Crime Act, the Crime 
Victims' Rights Act, and the Violence Against Women Act: Now, therefore, 
be it
Resolved, That the House of Representatives--
(1) strongly supports the goals and theme of ``National 
Crime Victims' Rights Week'';
(2) recognizes and appreciates the outstanding efforts of 
thousands of victim and survivor assistance organizations and 
allied agencies that serve crime survivors at the local, State, 
Tribal, National, and Federal levels;
(3) encourages Congress to continue passing laws and 
supporting programs that reflect the voices and choices of 
crime survivors, and enact positive change to support them; and
(4) encourages everyone nationwide to commit to ensuring 
that crime victims' rights and services are not only 
commemorated annually, but also practiced daily.
