of Illinois, Ms. Garcia of Texas, Mr. Carbajal, Ms. Brownley, Mr. 
Sherman, Mr. Min, Ms. Matsui, Mrs. Grijalva, Mr. Aguilar, Mr. Gomez, 
Ms. Barragan, and Mr. Whitesides) submitted the following resolution; 
which was referred to the Committee on Oversight and Government Reform

RESOLUTION

Recognizing the admirable contributions of Senate President Pro Tempore 
Monique Limon.

Whereas California Senator Monique Limon is the first Latina and the first 
mother to ever serve as President pro Tempore in the California State 
Senate;
Whereas Senator Limon was born in 1979 in Santa Barbara as the child of Mexican 
immigrants and the grandchild of farm workers;
Whereas Senator Limon is a product of the California public school system; 
graduating from Santa Barbara High School and receiving a Bachelor of 
Arts in Sociology from UC Berkeley as a first-generation college 
student;
Whereas Senator Limon served as an educator for more than 14 years, furthering 
the education of students in Santa Barbara and beyond;
Whereas Senator Limon first took public office in 2009, serving two terms on the 
Santa Barbara Unified School Board, allowing her to give back to the 
same school system that she once attended;
Whereas on December 5, 2016, the senator first joined the California Assembly, 
where she represented District 27 for four years, and where she held a 
leadership role as the Assistant Majority Whip;
Whereas on December 7, 2020, Senator Limon began her service as a state senator, 
representing District 19 for four years, before becoming the senator for 
District 21, the same district she was raised in, on December 2, 2024, 
and where she was Caucus Chair of the Democrats from January 2023 to 
November 16, 2025;
Whereas, Senator Limon served as chairwoman on numerous committees, including 
Natural Resources and Water as well as Banking and Finance, and was 
elected by her colleagues to serve as the Vice Chair of the California 
Legislature Women's Caucus;
Whereas, Senator Limon has been a champion of working families across our state, 
and authoring legislation to support pay equity, prevent medical debt 
from impacting credit scores, and help child care providers;
Whereas on November 17, 2025, she began her leadership in the Senate as the 
President Pro Tempore;
Whereas on January 5, 2026, a celebratory swearing-in will occur to honor and 
commemorate this historic occasion; Now, therefore, be it
Resolved, That the House of Representatives--
(1) recognizes the admirable contributions of Senate 
President Pro Tempore Monique Limon;
(2) appreciates her dedicated service to California; and
(3) congratulates Senator Limon as she is sworn in as the 
first Latina to ever serve as President Pro Tempore in the 
California State Senate.
