A BILL

To amend the Food and Nutrition Act of 2008 to require States to 
provide data on fraud in the supplemental nutrition assistance program, 
and for other purposes.

Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``SNAP Fraud Reporting Act of 2026''.

SEC. 2. STATE SUBMISSION OF FRAUD DATA.

Section 11 of the Food and Nutrition Act of 2008 (7 U.S.C. 2020) is 
amended by adding at the end the following:
``(y) State Submission of Fraud Data.--
``(1) In general.--Not later than 180 days after the date 
of enactment of this subsection, each State shall submit to the 
Secretary data on fraud that occurred in the supplemental 
nutrition assistance program for the 5 most recent fiscal years 
for which such data are available.
``(2) Data.--Data submitted under paragraph (1) shall 
include, as applicable--
``(A) the number of supplemental nutrition 
assistance program fraud cases open for investigation;
``(B) the total number of supplemental nutrition 
assistance program fraud cases identified, including 
substantiated fraud, such as card skimming and card 
cloning, and the total dollar amount of those fraud 
cases;
``(C) the number and type of enforcement actions 
taken against fraud in the supplemental nutrition 
assistance program;
``(D) the amount of the recoveries in the cases 
described in subparagraph (C);
``(E) for each fiscal year that begins after the 
date of enactment of this subsection, data on--
``(i) the number of individuals 
disqualified from the supplemental nutrition 
assistance program for fraud on the basis that 
the individual was receiving the benefits of a 
deceased person or using the identity of a 
deceased person who received benefits; and
``(ii) the dollar amount of those benefits; 
and
``(F) for each fiscal year that begins after the 
date of enactment of this subsection, data on--
``(i) the number of individuals 
disqualified from the supplemental nutrition 
assistance program for fraud on the basis that 
the individual submitted no social security 
number or used a falsified, recycled, stolen, 
or purchased social security number to be 
eligible for benefits; and
``(ii) the dollar amount of the benefits 
received by those individuals.
``(3) Subsequent submission.--Not later than 60 days after 
October 1, 2028, and not later than 60 days after each October 
1 thereafter, each State shall submit to the Secretary the data 
described in paragraph (2) for the most recently concluded 
fiscal year.
``(4) Penalty.--If a State does not provide the data 
required under this subsection by the applicable date, the 
Secretary shall withhold funds to that State under section 16 
until such data is received from the State.
``(5) Reports.--Not later than 180 days after receiving 
data from each State under paragraph (1) and annually under 
paragraph (3), the Secretary shall submit to Congress, and make 
publicly available, a report that contains the findings of the 
Secretary based on that data.''.
