A BILL

To require the Secretary of Agriculture and the Secretary of Homeland 
Security to submit to Congress a report regarding cybersecurity in 
precision agriculture technologies, and for other purposes.

Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``Precision Agriculture Cybersecurity 
Act''.

SEC. 2. DEFINITIONS.

In this Act:
(1) Foreign country of concern.--The term ``foreign country 
of concern'' means--
(A) the People's Republic of China;
(B) the Democratic People's Republic of Korea;
(C) the Russian Federation; and
(D) the Islamic Republic of Iran.
(2) Precision agriculture technology.--The term ``precision 
agriculture technology'' means--
(A) instrumentation and techniques ranging from 
sophisticated sensors and software systems to manual 
sampling and data collection tools that measure, 
record, and manage spatial and temporal data;
(B) technologies for searching out and assembling 
information necessary for sound agricultural production 
decisionmaking;
(C) open systems technologies for data networking 
and processing that produce valued systems for farm 
management decisionmaking; and
(D) machines that deliver information-based 
management practices.

SEC. 3. REPORT ON CYBERSECURITY IN PRECISION AGRICULTURE TECHNOLOGY.

(a) In General.--Not later than 1 year after the date of enactment 
of this Act, the Secretary of Agriculture and the Secretary of Homeland 
Security, acting through the Director of the Cybersecurity and 
Infrastructure Security Agency, in coordination with the Food and 
Agriculture Sector Coordinating Council and the Food and Agriculture-
Information Sharing and Analysis Center, shall prepare a report 
containing an assessment of current cyber-threats to precision 
agriculture technologies.
(b) Contents.--The report prepared under subsection (a) shall 
contain--
(1) an evaluation of all cyber-threats to precision 
agriculture technologies;
(2) an assessment of cyber-threats to precision agriculture 
technologies from foreign countries of concern;
(3)(A) an identification of gaps in the United States 
planning for cybersecurity in precision agriculture 
technologies; and
(B) recommendations to address those gaps;
(4) a review of existing Department of Agriculture and 
Department of Homeland Security funding opportunities related 
to enhancing cybersecurity in precision agriculture 
technologies; and
(5) a review of existing staff at the Department of 
Agriculture and the Department of Homeland Security that 
contribute to cybersecurity in precision agriculture 
technologies.
(c) Publication; Submission.--Not later than 1 year after the date 
of enactment of this Act, the Secretary of Agriculture and the 
Secretary of Homeland Security, acting through the Director of the 
Cybersecurity and Infrastructure Security Agency, shall make publicly 
available the report prepared under subsection (a) and submit such 
report to--
(1) the Committee on Agriculture, Nutrition, and Forestry 
of the Senate;
(2) the Committee on Agriculture of the House of 
Representatives;
(3) the Committee on Foreign Relations of the Senate;
(4) the Committee on Foreign Affairs of the House of 
Representatives;
(5) the Committee on Homeland Security and Governmental 
Affairs of the Senate; and
(6) the Committee on Homeland Security of the House of 
Representatives.
(d) Form.--
(1) Publicly available report.--The report made publicly 
available in accordance with subsection (c) shall not contain 
any classified information.
(2) Congressional report.--The report submitted to the 
congressional committees in accordance with subsection (c) may 
include a classified annex, if warranted.

SEC. 4. GAO REPORT ON COORDINATION AND COLLABORATION ON CYBERSECURITY 
IN PRECISION AGRICULTURE TECHNOLOGIES ACROSS THE FEDERAL 
GOVERNMENT.

(a) In General.--Not later than 1 year after the date of enactment 
of this Act, the Comptroller General of the United States shall conduct 
a study on the coordination and collaboration on cybersecurity in 
precision agriculture technologies across the Federal Government.
(b) Contents.--The study conducted under subsection (a) shall--
(1)(A) assess current coordination and collaboration across 
the Federal Government on cybersecurity in precision 
agriculture technologies; and
(B) develop recommendations to enhance such collaboration 
and coordination; and
(2)(A) evaluate the work of the Food and Agriculture Sector 
Government Coordinating Council (referred to in this paragraph 
as the ``GCC'') and the Food and Agriculture Sector 
Coordinating Council (referred to in this paragraph as the 
``SCC'') on addressing cybersecurity in precision agriculture 
technologies; and
(B) identify opportunities to strengthen coordination 
between the GCC and the SCC.
(c) Publication; Submission.--Not later than 1 year after the date 
of enactment of this Act, the Comptroller General of the United States 
shall make publicly available a report containing the findings of the 
study conducted under subsection (a) and submit such report to--
(1) the Committee on Agriculture, Nutrition, and Forestry 
of the Senate;
(2) the Committee on Agriculture of the House of 
Representatives;
(3) the Committee on Homeland Security and Governmental 
Affairs of the Senate; and
(4) the Committee on Homeland Security of the House of 
Representatives.
(d) Form.--
(1) Publicly available report.--The report made publicly 
available in accordance with subsection (c) shall not contain 
any classified information.
(2) Congressional report.--The report submitted to the 
congressional committees in accordance with subsection (c) may 
include a classified annex, if warranted.
