The House-passed American Rescue Plan included a $15 federal minimum wage, but the Senate parliamentarian excluded it from the reconciliation bill and the Senate rejected Sen. Sanders's minimum-wage amendment 42-58 on March 5, 2021; the federal minimum wage stayed at $7.25 and the tipped minimum wage remained in law through his term. Biden did impose a $15 wage and phase out the tipped wage for federal contractor employees via Executive Order 14026 (April 27, 2021). His Labor Department proposed - but did not finalize before his term ended - a December 2024 rule phasing out Section 14(c) subminimum wages for workers with disabilities.
