Independently verified. Biden's Build Back Better/'Made in America' plan pledged at least 5 million new manufacturing and innovation/technology jobs. He actively championed and signed the landmark legislation aimed at this target — the CHIPS and Science Act (2022), the Infrastructure Investment and Jobs Act, and the Inflation Reduction Act. Real but modest results followed: manufacturing employment rose about 789,000 at its peak (PolitiFact, Dec 2023) and ended with a net gain of roughly 531,000 (4.4%) over the full term (FactCheck.org, verified via direct fetch). That is only about one-tenth of the 5 million pledged (and short even of the narrower 1 million manufacturing goal), with roughly three-quarters of the gains a return to pre-pandemic levels rather than net-new positions, and total manufacturing ending ~117,000 below the 2019 peak. He kept a meaningful part of the promise through genuinely enacted policy and real job growth, but far from all of it — PARTIAL. Party-neutral check: an opposite-party politician with landmark enacted industrial policy plus ~10% of a 5M jobs target would receive the same label. Both secondary sources were re-checked live and confirm the exact figures cited; the White House primary source is a valid archived page and CHIPS/IRA/IIJA authorship is well established.
