Independently re-verified. Biden actively LED both prongs of this pledge, which places it above a single supporting vote. Buy American: he signed EO 14005 five days into office (Jan 25, 2021), stood up the Made in America Office at OMB, and directed rules raising the federal-procurement domestic-content threshold from 55% to 60% (2022), 65% (2024), 75% (2029) — PolitiFact rated the corresponding 'Tighten Made in America rules' promise 'Promise Kept.' R&D: he championed and signed the CHIPS and Science Act (Aug 9, 2022), which authorized roughly $280B including ~$174B for science/research. It falls short of FULL because the exact dollar targets are not verified as met: the $400B in 'additional' Buy American procurement was never documented as achieved (PolitiFact rated the stronger related promise, 'Award federal contracts to companies that make all products in US,' Promise Broken because contractors still manufacture abroad), and the CHIPS science research appropriations ran ~$7.5B below authorized FY24 levels (FAS), so the R&D investment landed well under the pledged figure. Active, top-level leadership on both prongs with incomplete delivery = CHAMPIONED, not FULL. The label passes the same-standard symmetry test: any president who initiated a signature EO within days and championed and signed a major law toward the promise — even one later underfunded by appropriators — would earn CHAMPIONED. Confidence trimmed slightly to 0.7 to reflect the genuine CHAMPIONED-vs-PARTIAL boundary given the unmet dollar targets and the Broken-rated companion promise.
