Biden proposed spending at roughly the promised scale in the $2+ trillion American Jobs Plan (March 2021), but Congress enacted smaller packages: the Bipartisan Infrastructure Law (November 2021), containing major grid, EV-charging, and climate-resilience funding, and the Inflation Reduction Act (August 16, 2022), with roughly $369 billion for energy and climate programs. Those laws constituted the largest climate investment in U.S. history, yet the combined climate-directed total fell well short of a $2 trillion accelerated investment during his 2021-2025 term. He kept a substantial part of the promise, not all of it.
