Biden used the power he controlled to raise pay for a slice of essential workers: Executive Order 14026 (April 27, 2021) set a $15.00 hourly minimum wage for workers on federal contracts beginning January 30, 2022. The economy-wide measures did not land: the Senate rejected the $15 federal minimum wage amendment 42-58 on March 5, 2021, and the PRO Act union-organizing bill passed the House but never passed the Senate. Nominal wages rose over 2021-2024, but union membership rates continued to decline, so the promised broad empowerment of labor was only partly realized. On balance this aspirational promise was partly kept.
