No program matching the promised first-term $400 billion in federal purchases of American-made products or $300 billion in new R&D was enacted as such. The administration did tighten Buy American domestic-preference rules in federal procurement by final rule (March 7, 2022), signed the Infrastructure Investment and Jobs Act (November 15, 2021) containing roughly $550 billion in new infrastructure investment, and signed the CHIPS and Science Act (August 9, 2022) providing $52.7 billion for semiconductor manufacturing, R&D, and workforce programs. New research-and-development appropriations enacted during the 2021-2025 term, however, totaled far below the promised $300 billion, with much of the CHIPS science title authorized but never appropriated. Substantial but smaller-than-promised delivery on both the procurement and R&D halves supports a partial rating.
