Biden signed the Infrastructure Investment and Jobs Act (Nov. 2021), the CHIPS and Science Act (Aug. 2022), and the Inflation Reduction Act (Aug. 2022), and U.S. manufacturing employment rose over his term. However, the gain from January 2021 through the end of the term was roughly 600,000-800,000 manufacturing jobs (CBS News reported about 729,000 as of October 2024, with a pending BLS revision closer to 614,000, and only about 137,000 above pre-pandemic levels) - far short of the promised 5 million jobs in manufacturing and innovation. Part of the pledge was delivered by January 20, 2025, but the headline target was not met.
