Biden formally proposed the caregiving and education investments behind this pledge — universal pre-K, subsidized child care, home care, and paid family leave — in the April 28, 2021 American Families Plan, and the House passed them in the Build Back Better Act on November 19, 2021. The package stalled in the Senate, and the reconciliation bill ultimately enacted on August 16, 2022 as the Inflation Reduction Act (P.L. 117-169) dropped the child care, pre-K, and paid leave provisions. The promised program projected to put 3 million Americans to work in new care and education jobs was therefore never enacted during his term, which ended January 20, 2025.
