As president, Biden actively led and enacted landmark legislation squarely targeting this promise: the 2021 Bipartisan Infrastructure Law directed a historic $3.5 billion to the Weatherization Assistance Program, the 2022 Inflation Reduction Act added roughly $9 billion in home-energy rebates plus HUD's Green and Resilient Retrofit Program, and executive actions launched heat-pump/building-efficiency initiatives and federal retrofits. This is active leadership beyond a single supporting vote, so CHAMPIONED is warranted. However, the specific numeric targets were badly missed: DOE projected roughly 220,000 dwelling units weatherized under the IIJA funds and WAP historically completes only ~35,000-100,000 homes/year, versus the ~500,000/year needed to hit 2 million by 2025; the 4-million-building and 1-million-job counts were likewise not achieved.
