The Bipartisan Infrastructure Law (November 2021) created the $4.7 billion federal orphaned-well plugging program behind this pledge, and the Interior Department reported on January 15, 2025 that states had plugged nearly 9,500 orphaned wells since enactment. The program is operating and employs plugging crews, so the underlying initiative was delivered. However, a $4.7 billion appropriation and roughly 9,500 wells plugged over the full term is far smaller in scale than the promised 'more than 250,000 good jobs,' so the specific employment figure was not met.
