The Infrastructure Investment and Jobs Act (signed November 15, 2021) funded the promised modernization: by November 15, 2024 the administration had announced $568 billion for more than 66,000 projects and credited the law with 940,000 construction jobs, and a 2022 FAR final rule tightened Buy American domestic-content requirements as pledged. The 'millions of union jobs' component did not materialize, however: union membership held near 14.3 million and the national membership rate fell to a record-low 9.9 percent in 2024, per Bureau of Labor Statistics data. Infrastructure modernization and Buy American enforcement were delivered; the union-jobs surge was not.
