No CMS-administered public option was created or formally proposed during Biden's term. Contemporary reporting in May-June 2021 documented that Biden excluded the public option from his economic recovery plans and his FY2022 budget, and the administration never sent Congress a public-option bill even while Democrats controlled both chambers in 2021-2022; it was likewise absent from the Build Back Better package. Because the opportunity existed (unified Democratic government and multiple legislative vehicles) and the administration never meaningfully pursued it, this rates as IGNORED.
