Biden campaigned in 2020 on lowering the Medicare eligibility age from 65 to 60 and continued to voice support as president, and the change was pursued within the Democrats' $3.5T Build Back Better reconciliation package, but it was 'not ultimately included in legislative text' (American Action Forum) and was never enacted; the eligibility age remains 65. Notably, Biden EXCLUDED the age-60 reduction from his own American Families Plan (April 2021) despite 156 House Democrats / ~70% of the caucus pressuring him to include it, and the standalone Improving Medicare Coverage Act was led by Rep. Jayapal (Biden only nominally 'supported' it), which is why the correct bucket is ATTEMPTED, not CHAMPIONED.
