Surprise medical billing was outlawed by the bipartisan No Surprises Act, enacted December 27, 2020 as part of the Consolidated Appropriations Act, 2021 - weeks before Biden took office. The Biden administration issued the implementing interim final rules in July and October 2021, and the ban on surprise billing for emergency services and most out-of-network care at in-network facilities took effect January 1, 2022, during his term. The promised outcome was fully realized; the enabling statute predates his inauguration, but his administration completed the rulemaking that put the ban into force.
