On January 20, 2021 - day one, well within the 100-day pledge - Biden sent the U.S. Citizenship Act, containing a pathway to citizenship for an estimated 11 million undocumented immigrants, to Congress, and signed a same-day memorandum directing DHS to preserve and fortify DACA. Congress never enacted the legislation, so neither undocumented immigrants generally nor Dreamers were placed on a statutory path to citizenship, and new DACA enrollment was later halted in federal court litigation. The bill-sending and DACA-preservation components were kept on schedule; the promised citizenship pathway itself did not materialize.
