Biden set the annual refugee admissions ceiling at the promised 125,000 in each Presidential Determination from Fiscal Year 2022 (signed October 8, 2021) through Fiscal Year 2025 (issued October 2024). The second clause of the pledge - to seek to raise the number over time - was not fulfilled: the ceiling remained flat at 125,000 for all four determinations of his term and was never raised above that level. The promised 125,000 figure was set as pledged; the raising component saw no action.
