The promise had two parts. On the Asylum Cooperative Agreements, the administration suspended and moved to terminate the Trump-era pacts with El Salvador, Guatemala, and Honduras on February 6, 2021, fulfilling that clause. On 287(g), the administration paused approval of new agreements but did not aggressively limit existing ones: only a single agreement (Bristol County, MA) was terminated as of mid-2021, the FY2022 DHS budget sought no cuts to the program, and independent tracking shows roughly 135 agreements (60 Jail Enforcement Model plus 75 Warrant Service Officer) still in force as of December 2024, essentially unchanged from early in the term. Because one clause was substantially met and the other was not aggressively pursued as promised, the outcome is a partial fulfillment rather than full or none.
