Biden made this target official policy in Executive Order 14008 (Jan. 27, 2021), which set the goal of a carbon pollution-free electricity sector no later than 2035, and he signed the Inflation Reduction Act (Aug. 16, 2022) containing the largest federal clean-energy investment in U.S. history to drive the transition. The 2035 deadline lies beyond his completed term (Jan. 20, 2021 - Jan. 20, 2025), and EIA data show about 60% of U.S. utility-scale generation still came from fossil fuels in 2023. He personally led and drove the effort, but the promised end state was not achieved during his term.
