Biden signed the instrument recommitting the United States to the Paris Agreement on his first day in office, Jan. 20, 2021 (effective Feb. 19, 2021). He then led a global ambition-raising effort, convening roughly 40 world leaders at the April 2021 Leaders Summit on Climate, raising the U.S. 2030 target to 50-52% below 2005 levels, and pressing peer economies ahead of COP26; the White House reported that with targets announced around the summit, more than half the world economy was committed to 1.5-degree-aligned action. Both promised actions - recommitment and leading the ambition-raising effort - occurred during his term, though not every major emitter (e.g., China, Russia) materially strengthened its target.
