Executive Order 14008 (Jan. 27, 2021) paused new oil and gas leases on federal lands and waters - narrower than the categorical pledge, since existing drilling continued - and a federal judge enjoined that pause in June 2021, after which leasing resumed. In March 2023 the administration approved ConocoPhillips' Willow project, a major new oil development on federal land in Alaska allowing three drill sites and up to 199 wells. Despite the early, court-blocked leasing pause, the administration ultimately took concrete actions authorizing new drilling on federal lands, the opposite of the promise as stated.
