Biden delivered the investment component: the Bipartisan Infrastructure Law he signed on November 15, 2021 put $7.5 billion into EV charging, alongside historic road and bridge funding, in service of his stated goal of a 500,000-charger national network by 2030. Deployment ran far behind the promised scale: the first federally funded NEVI stations did not open until December 15, 2023, and even by August 2025 only 382 NEVI-funded ports were open out of roughly 4,000 funded. When his term ended on January 20, 2025, the federally funded buildout amounted to only a few dozen stations, and the overall public network (mostly non-federal) also remained well short of 500,000. Major public investments were made, but the promised 500,000-station buildout was not realized during his term.
