Biden proposed the retrofit-and-weatherize package and secured a record $3.5 billion for DOE's Weatherization Assistance Program in the November 2021 Infrastructure Investment and Jobs Act, roughly eleven times the program's $313 million FY2022 appropriation. The enacted effort was an order of magnitude smaller than promised: DOE estimated 231,564 units to be completed with those funds over a five-year period running to 2027, versus the promised 2 million homes in four years, and an October 2024 DOE Inspector General audit found 16 states and territories with approved plans and funding had reported no completed units. The baseline program weatherizes about 32,000 homes per year, and no federal effort approached upgrading 4 million buildings or creating 1 million associated jobs by the promise's January 2025 horizon. This was a genuine, funded push that fell drastically short of the promised scale.
