The Biden administration never formally adopted the promised goal that all new American-built buses be zero-emissions by 2030; its flagship March 2022 clean-buses fact sheet and January 2023 transportation-decarbonization blueprint set no such target. The closest goal-setting act came on November 17, 2022, when Energy Secretary Granholm signed the Global Memorandum of Understanding on Zero-Emission Medium- and Heavy-Duty Vehicles, which covers buses but targets 100% zero-emission new sales by 2040 with a 30% interim goal for 2030. The administration also invested billions in the transition, including EPA's $5 billion Clean School Bus Program, which had funded roughly 5,000 electric and low-emission school buses by January 2024. Setting a related but weaker goal, backed by substantial bus-electrification funding, earns partial credit; the specific promised goal was never set.
