The Biden administration opened indirect talks with Iran in Vienna in April 2021 and pursued them through 2022; the White House said on November 29, 2021 that its objective remained 'a mutual return to full compliance with the JCPOA.' European mediators tabled a final text in August 2022, but the U.S. deemed Iran's response 'not constructive' and negotiations stalled that fall without agreement. Iran never returned to compliance and the United States never re-entered the deal before the term ended on January 20, 2025, so the promise was genuinely pursued but not fulfilled.
