In his first foreign-policy address on February 4, 2021, Biden announced the end of all American support for offensive operations in the war in Yemen, 'including relevant arms sales,' and his administration paused offensive weapons transfers while recalibrating the Saudi relationship. However, the same speech pledged continued U.S. support for Saudi Arabia's own defense; GAO's June 2022 review of U.S. military support to Saudi Arabia and the UAE documented at least $54.6 billion in DOD-administered support from FY2015 through FY2021, largely Foreign Military Sales that continued; and in August 2024 the administration lifted its pause on offensive weapons transfers to Riyadh. The commitment to end support for offensive operations was implemented, but U.S. military backing of Saudi Arabia, including weapons sales, did not end - a partial fulfillment of the promise as stated.
