Biden pursued the extension immediately on taking office, and the United States and Russia completed a five-year extension of New START on February 3, 2021, keeping the treaty in force through February 4, 2026. At the June 16, 2021 Geneva summit, Biden and President Putin then launched a bilateral Strategic Stability Dialogue intended to 'lay the groundwork for future arms control and risk reduction measures.' That effort collapsed after Russia's February 2022 invasion of Ukraine - Moscow suspended its New START participation in February 2023 - and no new arms-control arrangements were concluded by the end of the term. Biden personally drove and delivered the extension itself, but complete fulfillment, meaning new arrangements built on that foundation, fell short for reasons largely outside U.S. control.
