The Biden administration's 2022 Nuclear Posture Review formally reviewed sole-purpose and no-first-use options and consulted allies, circulating a survey in late 2021 in which allies reportedly expressed grave concerns about narrowing U.S. nuclear declaratory policy. The review, released October 27, 2022, declined to adopt a sole-purpose declaration, keeping the longstanding policy that nuclear weapons could be considered in extreme circumstances beyond a nuclear attack, though administration officials said the goal of eventually moving toward sole purpose was retained. The promised consultative effort occurred, but the declaratory change was never put into practice before his term ended January 20, 2025.
