As president (2021-2025) Biden actively LED the strengthening and enlargement of the alliance, exceeding a single supporting vote. The Senate approved Finland/Sweden accession 95-1 (Aug 3, 2022) and Biden signed the U.S. instruments of ratification Aug 9, 2022 (RFE/RL, PBS, congress.gov CRS IN11949 all confirm). Finland joined April 4, 2023, when Biden declared NATO 'more united than ever' (PBS/Euronews/NBC confirm the exact quote); Sweden completed accession March 7, 2024. Biden repeatedly reaffirmed Article 5 as an 'ironclad'/'sacred' commitment (Fox, CBS/Sandhills, UPI). The record supports active leadership under a party-neutral standard: a president of either party with this documented record of driving NATO enlargement and reaffirming collective defense would warrant CHAMPIONED.
