On March 22, 2021, Treasury's Office of Foreign Assets Control sanctioned Xinjiang officials Wang Junzheng and Chen Mingguo under Executive Order 13818, which implements the Global Magnitsky Act, in a coordinated action with the European Union, United Kingdom, and Canada, explicitly citing serious human rights abuses against Uyghurs and other ethnic minorities. Biden also signed the Uyghur Forced Labor Prevention Act on December 23, 2021, creating a rebuttable presumption barring imports made in Xinjiang, holding complicit companies to account. Every element of the promise - speaking out, Magnitsky sanctions on responsible officials, and accountability for people and companies - was delivered during his term.
