Biden's USTR explicitly framed domestic investment (the Bipartisan Infrastructure Law and Build Back Better/Inflation Reduction Act agenda) as a precondition before pursuing new trade agreements, and the administration did not conclude any new comprehensive free trade agreement during 2021-2025.
