Biden's USTR did not negotiate a major new comprehensive trade agreement during the term in which new enforceable labor/environment/human-rights standards could be tested from scratch, but it actively enforced existing enforceable labor provisions under USMCA's Rapid Response Mechanism, invoking it 27 times since 2021 and securing backpay, reinstatements, and independent union representation for workers at Mexican facilities. This shows genuine follow-through on the underlying commitment even without a new agreement to anchor it to.
