The Biden administration invoked the Defense Production Act and related actions over 100 times through September 2021, per GAO, to expand domestic PPE and medical-supply manufacturing, and signed the Make PPE in America Act (part of the 2021 Bipartisan Infrastructure Law) requiring VA, DHS, and HHS to buy American-made PPE. However, the U.S. remained substantially reliant on imports for many medical supplies and pharmaceutical inputs through the end of the term in January 2025, so the aspirational goal of no longer being 'at the mercy' of foreign supply chains was only partly realized.
