As president, Biden pursued a multilateral approach: USTR's October 2021 strategy committed to working 'collectively' with allies to 'set the rules of the road for trade and technology' with China rather than acting unilaterally, and the administration coordinated with allies on export controls and non-market-practice concerns. However, no comprehensive new rules-based agreement with China was concluded, and the administration kept and in 2024 raised Section 301 tariffs (a unilateral U.S. tool, not a multilateral rules framework) on steel, aluminum, semiconductors, and EVs, so China's state-centered trade practices remained unaddressed by any binding new rules through the end of the term.
