Biden never delivered a $20 billion incentive program, but he formally proposed a close analogue: the August 2022 Safer America Plan's $15 billion Accelerating Justice System Reform grant program, which required participating jurisdictions to repeal mandatory minimums for non-violent crimes and included expanding drug courts. His FY2024 budget request (March 2023) formally sought $300 million for the program's first year plus $14.7 billion in mandatory funding over the following nine years. Congress never enacted the program before his term ended Jan. 20, 2025, so the pledge was formally pushed but did not land.
