No federal program incentivizing states to automatically restore voting rights for people who completed felony sentences was created during Biden's 2021-2025 term. The administration did engage the goal through other means: Executive Order 14019 (March 7, 2021) directed the Justice Department to inform people leaving federal custody of state restoration rules and to facilitate their voter registration, and Biden backed the Freedom to Vote: John R. Lewis Act, which included restoring federal-election voting rights to citizens who had completed felony sentences. That bill failed a Senate cloture vote 49-51 on January 19, 2022, and the promised state-incentive mechanism was never enacted.
