Parts of this pledge were delivered. Biden's Education Department issued final regulations on October 28, 2022 (effective July 1, 2023) implementing Pell Grant eligibility for confined or incarcerated students in prison education programs, and in April 2022 the administration launched a government-wide 'Incarceration to Employment' strategy, including a $145 million DOJ-Labor partnership providing job skills training and reentry planning in federal prisons. However, the federal SNAP drug-felony ban was not eliminated during the term - it remained law with opt-outs left to individual states - and housing-assistance barriers for people with criminal records were addressed only through incremental agency steps rather than removed.
